Il 23 gennaio 2014 la commissione Ichese conclude i suoi lavori. Manca solo la traduzione in italiano.

Il 10 marzo, Peter Styles scrive al commissario italiano Paolo Gasparini (oggi defunto), chiedendogli se dalla Regione Emilia Romagna siano giunte reazioni rispetto al lavoro di Ichese. Il rapporto dunque è stato consegnato ormai da tempo. Ma la Regione pubblicherà ufficialmente il documento solo il 15 aprile 2014, dopo che il testo, fino a quel momento segreto, finisce nelle mani di Edwin Cartlidge, corrispondete in Italia della prestigiosa rivista Science, che l’11 aprile aveva pubblicato un articolo in cui anticipava le conclusioni di Ichese. 

Inoltre Styles racconta a Gasparini un aneddoto che lo lascia sorpreso. Nonostante il rapporto sia segretato, un manager di Enel, incontrato casualmente a un convegno, dimostra di essere a conoscenza delle conclusioni di ICHESE. Styles ne è molto sorpreso.

Hi Paolo

Have you had any feedback from the Emilia region government on the report yet?

Rather disturbingly, I spoke at yet another meeting in London on Shale gas last week and met a man called Roberto Gambini from ENEL who seemed to know what all of our recommendations in the report were which is a little worrying! Seems as if the embargo hasn't been observed everywhere!

Il 12 marzo Simona Esposito, collaboratrice del commissario Paolo Gasparini, scrive ai tre commissari stranieri (Peter Styles, Stanisław Lasocki ed Ernst Huenges), per comunicare loro che la regione Emilia Romagna ha preparato un documento di sintesi del rapporto, utile per prendere decisioni su alcuni impianti di idrocarburi e geotermici. Esposito chiede ai commissari stranieri di dire la loro sul testo, che è già stato rivisto dai commissari italiani.

after the deliver of the ICHESE report to the Emilia Region, they should take some decisions regarding the existing and new hydrocarbons and geothermal fields.

They asked the Commission to read the document that they have prepared in order to be sure that they do not have misunderstood the results of the works done by the Commission.

In the attachment you will find this document (in Italian and in English) that has been revised by the Italian Commissioners.

Styles il 17 marzo scrive ai componenti della Commissione una mail piccata in cui commenta il testo della Regione, minacciando di rendere pubblica la sua opposizione. Nel testo della Regione c’è scritto che le attività di esplorazione di idrocarburi hanno trascurabili (negligible) rischi di sismicità indotta. Per Styles, è una affermazione sbagliata: “Sebbene molte attività petrolifere non hanno conseguenze simiche ci sono molti esempi (ho scritto 60 pagine di esempi nell’appendice di questo report) di sismicità indotta generata da attività sugli idrocarburi. Questo è specialmente vero in una regione in cui gli impianti di petrolio e case si trovano in aree tettonicamente attive come nella regione appenninica).

This what I will say if asked and what I will release as an objection if Emilia Romagna publish their version of the summary

 

· Gli sfruttamenti di idrocarburi in atto condotti con tecniche convenzionali comportano rischi trascurabili di sismicità indotta.

Hydrocarbon exploration ongoing activities, performed by conventional techniques, involve a negligible risk of induced seismicity.

While much hydrocarbon activity does not have seismic consequences, there are many examples (comment: I have written a 60 page appendix on examples of this in the report!) of induced seismicity generated by hydrocarbon activities including oil and gas extraction and produced waste water injection. This is especially true in regions where the oil/gas fields lie in tectonically active areas such as the Apennine foreland.
